Water and Fuel are two special types of cargo in Caravaneer. They are the only types of cargo that require containers to hold, and running out of either in the middle of the desert could end your game. Water and fuel each have their own set of containers to hold the respective liquids, and some hold them more weight-efficiently than others. Vehicles do come with built-in fuel tanks, but they are too small for more than very short journeys (such as between towns in The Core) without bringing fuel-containers as well.
